With the exception of bailouts of Bank of America and Citigroup, all of the Treasury Department’s investments in the nation's banks have been made through the Capital Purchase Program, described as a plan to bolster "healthy" banks.

Both Bank of America and Citigroup have required special government aid far beyond other banks. That aid has come mostly in the form of large capital investments, but also through government guarantees to limit losses from troubled assets.
